Pregnancy question?

Can someone give me advice please. my best firend who is 35 is roughly 28 weeks pegnant and her waters broke a few days ago. They wre going to do cesarian but they managed to stabilize baby n mom. The baby is now in 2cms instead of 8 i think of fluid and she has been sent home from the hospital but is on antibiotics now until she gives birth. They say the baby can come at anytime. What are the risks or complicatins here? Can this cause spinabifida ive heard this ? im quite worried for her as she has wanted a baby for a long time
