Can I be a pre-school teacher if i only have a certificate in education?

I have a masteral degree in management but I really want to be a preschool teacher. My option is to take the certificate in professional education (CPE) in UP Diliman. Will that be enough? I'd also like to take up a short course in sped, do you know which institutions offer that course?
